Dr David Ritchie – Chief Executive

David Ritchie joined the Department this year, coming from the Department of Natural Resources, Environment and the Arts where he was also the Chief Executive. He has worked in the Northern Territory Public Sector for 27 years and is currently the longest serving Chief Executive in the Northern Territory Government.

Since moving to the Territory in 1980, David has gained extensive experience in working with Indigenous communities through his roles in natural and cultural resource management, Native Title Policy, Housing and Remote Infrastructure.

Ms Trish Angus – Executive Director, Policy and Coordination

Trish has been the Executive Director for Policy and Coordination since November 2006. Prior to this she has held a number of executive positions in government and the community sector. Trish has tertiary qualifications in health and management.

Mr Steve Rossingh – Executive Director, Sport and Recreation

Steve commenced as Executive Director, Sport and Recreation in January 2007. Prior to this he was Executive Director, Corporate Services. He was previously General Manager of a national law firm for five years and Corporate Services Director at the Northern Land Council.

Prior to moving to the Northern Territory in 1997, Steve held senior management positions with the Australian Taxation Office in Perth and with Aboriginal and Torres Strait Islander Commission in Kununurra, WA. He has extensive experience in financial management, human resource  management, corporate governance and IT management.

Steve is a Certified Practising Accountant, has a Bachelor of Business and holds a Master of Business Administration, with a focus on human resource management.

Ms Fiona Chamberlain – General Manager, Territory Housing

Fiona commenced as General Manager in July 2003. Before this she held several senior management positions in Territory Housing. Fiona has a Graduate Diploma, Australian Institute of Company Directors. She has also completed the Northern Territory Public Sector Executive Development Program and has recently completed a Masters of International Management.

Wayne Hoban – Regional Director, Barkly

Wayne has worked for the Northern Territory Government for 29 years, the majority of that time being involved in public housing in various roles.  He has also acted in positions with the Department of Lands, Ombudsman’s Office and the then Office of Sport and Recreation.  Wayne has lived in the Northern Territory since November 1974, spending eight years in Darwin and 25 years in Alice Springs before moving to Tennant Creek in October 2007 to take up the role of Regional Director Barkly.  Wayne has a Graduate Diploma – Australian Institute of Company Directors.

In his various roles with Housing, Wayne has coordinated a previous review of the HomeNorth schemes, led negotiations for the outsourcing of the home ownership function, and had significant input into the Keith Lawrie flat complex redevelopment and the Kenna Court Seniors Village.

Wayne was on the Board of Management with Holyoake Alice Springs Inc for nearly ten years and has been a member of Rotary for four years.  He is President of the Rotary Club of Tennant Creek for the 2008/09 year.

David Willing – Regional Director, East Arnhem

David left school in South Australia in 1983 and travelled to Indonesia with his parents to work on an agricultural aid project in Timor.  After spending a year there, David returned to boarding school at Melbourne C of E Grammar where he completed HSC in 1986.

David then joined the Royal Australian Navy and worked in signals both ashore and at sea before completing under graduate studies in communications intelligence and linguistics.

In 1992 he was accredited as a NAATI level 2 translator and interpreter (Indonesian) and subsequently worked in numerous Department of Defence roles.

By 2000, David was a civilian and he moved to the Northern Territory to work at the Joint Defence Facility Pine Gap where he remained for the following seven years.  He fulfilled several roles, the latest one being the Deputy Chief of Operations.

While located in Alice Springs, David continued studying and completed a Graduate Certificate in Management with Curtin University in 2004.  He also completed a Masters Degree in Public Sector Leadership with Griffith University in 2006.

David switched from the Federal Government to the NTG in August 2007 when he took on the challenging role of Regional Director with DLGHS.

His current position also sees him assume the roles of Shire Manager for East and West Arnhem Shires, member of the Nhulunbuy Town Board, Chairman of the East Arnhem Regional Coordination Committee and member of the Regional Economic Development Committee.

David resides in Nhulunbuy with his wife and two children.  He enjoys fishing, swimming, reading, movies, sport, the Cronulla Sharks (NRL) and Port Power (AFL)
