Chief Executive's Foreword
2006-07 saw the announcement of substantial reforms related to both local government and public
housing in the Northern Territory.
The New Local Government framework will involve the transition of many small, poorly funded,
unsustainable local councils into nine larger Shire Councils capable of providing basic municipal
services to residents across the Territory.
The housing reforms will eventually see the transition of all remote area housing into a sustainable
public housing framework. The Northern Territory Government also announced an additional
$100 million over five years to address the enormous backlog of housing in remote areas. These
changes will lead to fundamental improvements in social and community development and
wellbeing across the Northern Territory.
To meet these Government priorities, while still delivering highly respected services in the areas of
sport and recreation, libraries, interpreter services, animal welfare and water safety, the department
has substantially redesigned its structure and adjusted its outputs and performance measures.
The Australian Government has recognised the importance of the reforms with strong support and
engagement in the roll out of the new frameworks. This will become even more important as both
governments work through their respective approaches to communities following the Australian
Government’s emergency response announcements in late June 2007.
I would like to acknowledge the dedication, professionalism and commitment of this agency’s staff
in meeting the many challenges they have faced over the past 12 months. Their work will result in
lasting benefits for all Territorians in the future.
